Add CLZ builtins for ARM and IA32
ARM: add __builtin_clzl, __builtin_clzll
IA32: add __builtin_clzl, __builtin_clzll,
__builtin_ctzl, __builtin_ctzll
Add corresponding tests in tests/regression/
